Calbayog Launches Smart Community Roadmap as Mayor Uy Welcomes DOST Secretary Solidum

CALBAYOG, Philippines (6/17) — Calbayog City Mayor Raymund C. Uy welcomed Department of Science and Technology (DOST) Secretary Renato U. Solidum, Jr. on Sunday, June 15, during the latter’s visit to Samar in connection with the launch of the Regional Smart Communities Engagement and Networking Exposition (rSCENE) 2025 in Catbalogan City.

The event, themed “Kauswagan: Harnessing Technology Towards Sustainable Development,” highlighted the role of science, technology, and innovation in advancing sustainable development and empowering local communities.

Secretary Solidum was joined by DOST Undersecretary for Regional Operations Sancho A. Mabborang, DOST Region VIII Regional Director Dr. John Glenn D. Ocaña, Provincial Director Dr. Evelyn B. Tablante, and Supervising Science Research Specialist Emelyn A. Maglahus.

Also present to welcome the delegation in Calbayog were Atty. Michael Costelo Jr., Chief of the Business Permits and Licensing Office; IT Consultant Francis Mark N. Mawo; and City Councilor Marc Celino B. Tan.

In his remarks, Costelo emphasized the city government’s commitment to aligning national innovation programs with local development priorities, particularly in agriculture, healthcare, disaster risk reduction, and digital transformation.

As part of the visit, the DOST formally launched Calbayog City’s Smart and Sustainable Community Roadmap in a ceremony held in Catbalogan. The roadmap outlines the city’s strategic direction to become a model smart city, using technology to improve governance, stimulate economic growth, and enhance quality of life.

Secretary Solidum continues to serve in his post following a recent cabinet reshuffle by President Ferdinand Marcos Jr.

Mayor Uy hosted a luncheon for the DOST officials at Bukid ni Manang Farm and Resort, a local agri-tourism destination in Calbayog.
