TACLOBAN CITY, Philippines (September 21, 2025) – Police halted an unauthorized motorcade in Tacloban City on Sunday, after organizers failed to present a permit and valid identification documents.
The motorcade, believed to be organized by delivery riders in the city, was part of a nationwide protest held in observance of the 52nd anniversary of the declaration of Martial Law by former President Ferdinand Marcos Sr. on September 21, 1972. Demonstrators from various sectors and advocacy groups gathered in key areas across the country to denounce corruption in government and to call for accountability from public officials.
Protest actions were reported in several cities, including Tacloban, Catbalogan, and Calbayog, where groups converged to voice their concerns over what they described as persistent abuses of power and misuse of public funds.
In Tacloban, personnel from Police Station 2, led by Police Major Shenna S. Layog, stopped the group early Sunday morning. According to police, the organizers were asked to present a written permit—as required under Batas Pambansa Blg. 880 or the Public Assembly Act of 1985—but failed to do so. The group also allegedly did not respond in a calm and orderly manner when approached.

Without proper documentation, the motorcade was not allowed to proceed.
“This was not meant to suppress anyone’s rights,” said PMaj Layog.
“The PNP is not the enemy of the people. We respect the right to peaceful assembly, but there are legal processes that must be followed to ensure public order and safety.”
She added that the police’s primary duty is to maintain peace and security, especially during large-scale activities.
Tacloban City Police Station 2 reminded the public to coordinate with authorities and secure necessary permits before holding any public event to avoid unnecessary confrontations or disruptions.
The Philippine National Police also reiterated its commitment to protect the rights and safety of all citizens, while upholding the law and promoting peace through compassionate service. (rjb)
